Construction updates

The New Jersey Department of Environmental Protection (NJDEP) is continuing the construction phase for the Rebuild By Design Hudson River Project – Resist Alignment Coastal Defense Contract. The following is an anticipated work schedule for the upcoming week. Schedules may change due to unforeseen weather or subsurface conditions.

Preliminary field work will continue in the Resist – North and South Work Area the week of May 13, 2024, between the hours of 8:00AM and 6:00PM.

Work Activities

• Equipment deliveries and Equipment Laydown (Harborside Park, Hoboken/Weehawken)
• Excavation (Harborside Park – Hoboken/Weehawken)
• Install Sheeting (Harborside Park – Hoboken/Weehawken)
• Pile Driving (Harborside Park – Hoboken/Weehawken)
• Clearing and Grubbing (Weehawken)
• Equipment and Materials Storage (Hoboken – Former Union Dry Dock Site)

Traffic Management

• Hoboken Police will be on site for traffic control and will be making adjustments to existing traffic patterns as needed.
• The community will be advised of any temporary parking changes via No-Parking signs at least 3 days in advance.
• The pile driving operations will involve loud noise-generating construction activities.  The contractor will comply with the Project’s noise monitoring and vibration monitoring requirements and implement any mitigation measures as necessary.

The Rebuild By Design - Hudson River Project is a comprehensive urban storm water management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge.  

The NJDEP is implementing the Resist component of the project concept, while the City of Hoboken has and continues to lead efforts implementing the Delay, Store and Discharge components. This portion of construction is Phase II of the Resist component. Phase I included implementation of Sewer System Modifications (SSM) and was completed in July 2022. Phase II will include the construction of the Resist Alignment, a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge. Construction for Phase II is beginning with the current test pitting work being described above.  

This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild by Design Hudson River Project. Additional funding has been allocated to this project through the FEMA Building Resilient Infrastructure and Communities grant program and through an American Rescue Plan Covid State Fiscal Recovery Funding allocation.

This project is part of the PSE&G Gas System Modernization Program (GSMP) to replace aging cast iron and unprotected steel gas mains in order to support a safe, clean and reliable gas system.  The mains and services will be replaced with stronger, more durable materials which are less likely to have leaks and release methane gas.  The new elevated pressure systems also enable the installation of excess flow valves that dramatically reduce gas flow if a service line is damaged and provides better support for the use of high-efficiency appliances.  

The following construction activities and traffic management are anticipated Monday, May 13, 2024, to Friday, May 17, 2024, between the hours of 9:00 AM and 6:00 PM by project contractor J. Fletcher Creamer.

In efforts to improve water flow redundancy, Jersey City MUA will begin replacing water mains along Marin Boulevard between 18^th Street to Observer Highway.  The project will consist of the installation of a new 12” water main to service properties in Jersey City and a new 24” water main that will create an additional interconnection for the City of Hoboken.

Work on this project is scheduled to resume on May 16, 2024.

Work continues on the installation of 2 DC fast charging stations on the north side of Newark Street between Grand Street and Adams Street. This project is partially funded by a grant from the NJ Board of Public Utilities and will help achieve the City’s goal of providing a publicly accessible EV charging station within a five-minute walk of all residents.

The following construction activities and traffic management are anticipated this week from Monday, May 13, 2024, to Friday, May 17, 2024, between 8:00 AM to 4:00 PM, weather permitting, by Bryan Electric, Co.

Construction Activities

• Installation of electrical cabinets and EV Stations
• Pour concrete for sidewalk

Traffic Management

• Pedestrian detours will be expected in these areas during construction.
• Sidewalk closure on the north side of Newark Street between the driveway entrance to plaza and Grand Street.
• Hoboken Police will manage the traffic flow at the intersections during construction activities.
• No parking will be permitted on Newark Street between Grand Street and Adams Street for the duration of the project. Two Zip Car spaces on Newark Street have been relocated to the east side of Adams Street adjacent to the hydrant zone – temporary signage has been posted at the relocated spaces.

NY Waterway Activities at the Former UDD Site

In accordance with the lease between the City of Hoboken and NY Waterway for its temporary operations at the former Union Dry Dock site (901 Sinatra Drive), NY Waterway will begin constructing approved site alterations within their leasehold area of the site. The initial construction work as part of the project will involve electrical improvements.

The following construction activities are anticipated to take place through June 2024, between the hours of 8:00 AM and 5:00 PM by NY Waterway's contractor, HBC Electric Company Inc. No traffic management is scheduled for the week of May 13, 2024.

Work Activities:

• Installation of pier electrical components and required site lighting. No in-water work will occur as part of this phase of the project.

NJDEP Activities at the Former UDD Site

In accordance with the license agreement between the City of Hoboken and NJDEP, NJDEP and its contractor, EE Cruz, for the RBD-HR project will be using a portion of the former Union Dry Dock Site (901 Sinatra Drive) for equipment and materials storage. No traffic management is scheduled for the week of May 13, 2024.  ‍

Underground Utilities Corp. Will be installing new high level storm sewers and a force main within the northeast portion of the City of Hoboken. These sewers will be connected into the stormwater storage tank at the Northwest Resiliency Park and the force main will connect from the H6/H7 pump station to the NHSA’s existing outfall in 15^th Street.

The following construction activities and traffic management are anticipated to take place from Monday, May 13, 2024, through Friday, May 17, 2024, between the hours of 9:00AM and 5:00PM by Underground Utilities Corp.

Work Activities

• Installing Helical Anchors on Adams Street between 13th Street and 14th Street.
  Note: Contractor will be using an excavator to install the anchors. Contractor will be performing noise monitoring throughout the Work.

Traffic Management

• Adams Street between 13th Street and 14th Street will be closed to thru traffic during the day from 5/13 thru 5/15.
• 2 HPD Officers will be present on site to assist in traffic redirection. One will be located at 13th, and one will be located at 14th.  
• No parking signs will be placed on both sides of Adams Street between 13th Street and 14th Street from 5/13 thru 5/15.
• There may be partial impacts to the sidewalks on Adams between 13th and 14th Streets in the Work area, however, safe passage for pedestrian traffic will be provided at all times.
• Adams Street between 14th Street and 15th Street will be closed to thru traffic during the day from 5/16 thru 5/17.
• 2 HPD Officers will be present on site to assist in traffic redirection. One will be located at 14th, and one will be located at 15th.  
• No parking signs will be placed on both sides of Adams Street between 14th Street and 15th Street from 5/16 thru 5/17.
• There may be partial impacts to the sidewalks on Adams between 14th and 15th Streets in the Work area, however, safe passage for pedestrian traffic will be provided at all times.

During ongoing demolition of the Hoboken Yard Lift Building included in the redevelopment of Hoboken Yard, the sidewalk on the east side of Hudson Street between Observer Highway and Hudson Place may be detoured at times. Pedestrians should follow posted detour signage or traffic control officers’ directions.  

The shuttle pick up and drop off zone used on weekday mornings on the east side of Hudson Street between Observer Highway and Hudson Place will be relocated to the west side of Hudson Street, where pick up and drop off occurs on weekday afternoons. No parking will be permitted from 6 AM to 8 PM on weekdays.

The City of Hoboken has contracted with Divirod to install water level monitoring sensors on the utility pole at the northeast corner of the intersection of 9th Street and Madison Street and on the light pole at the end of the pier at Sinatra Park.  

The installation is scheduled to occur between 10:00am and 4:00pm on Monday, May 13, 2024.
