The New Jersey Department of Environmental Protection (NJDEP) is continuing the construction phase for the Rebuild By Design Hudson River Project – Resist Alignment Coastal Defense Contract. The following is an anticipated work schedule for the upcoming week. Schedules may change due to unforeseen weather or subsurface conditions.
Preliminary field work will continue in the Resist – North and South Work Area the week of April 29, 2024, between the hours of 8:00AM and 6:00PM.

The Rebuild By Design - Hudson River Project is a comprehensive urban storm water management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge.
The NJDEP is implementing the Resist component of the project concept, while the City of Hoboken has and continues to lead efforts implementing the Delay, Store and Discharge components. This portion of construction is Phase II of the Resist component. Phase I included implementation of Sewer System Modifications (SSM) and was completed in July 2022. Phase II will include the construction of the Resist Alignment, a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge. Construction for Phase II is beginning with the current test pitting work being described above.
This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild by Design Hudson River Project. Additional funding has been allocated to this project through the FEMA Building Resilient Infrastructure and Communities grant program and through an American Rescue Plan Covid State Fiscal Recovery Funding allocation.

This project is part of the PSE&G Gas System Modernization Program (GSMP) to replace aging cast iron and unprotected steel gas mains in order to support a safe, clean and reliable gas system. The mains and services will be replaced with stronger, more durable materials which are less likely to have leaks and release methane gas. The new elevated pressure systems also enable the installation of excess flow valves that dramatically reduce gas flow if a service line is damaged and provides better support for the use of high-efficiency appliances.

In efforts to improve water flow redundancy, Jersey City MUA will begin replacing water mains along Marin Boulevard between 18th Street to Observer Highway. The project will consist of the installation of a new 12” water main to service properties in Jersey City and a new 24” water main that will create an additional interconnection for the City of Hoboken.
The following construction activities and traffic management are anticipated to take place from Monday, April 29, 2024, through Friday, May 3, 2024, between the hours of 9:00AM and 5:00PM as part of JCMUA’s water main interconnection project by its contractor J. Fletcher Creamer.

Work continues on the installation of 2 DC fast charging stations on the north side of Newark Street between Grand Street and Adams Street. This project is partially funded by a grant from the NJ Board of Public Utilities and will help achieve the City’s goal of providing a publicly accessible EV charging station within a five-minute walk of all residents. Work will occur Monday-Friday from 8:00 AM to 4:00 PM through April 31, weather permitting.

NY Waterway Activities at the Former UDD Site
In accordance with the lease between the City of Hoboken and NY Waterway for its temporary operations at the former Union Dry Dock site (901 Sinatra Drive), NY Waterway will begin constructing approved site alterations within their leasehold area of the site. The initial construction work as part of the project will involve electrical improvements.
The following construction activities are anticipated to take place from Friday, April 12, 2024 through May and June, 2024, between the hours of 8:00 AM and 5:00 PM by NY Waterway's contractor, HBC Electric Company Inc. No traffic management is scheduled for the week of May 6, 2024.

City of Hoboken Geotechnical Exploration for Maritime Park at the Former UDD Site
The City of Hoboken’s consultant, Colliers Engineering & Design, will be performing a geotechnical subsurface investigation for one (1) to two (2) days between May 6 through May 10, 2024 at the former Union Dry Dock site (901 Sinatra Drive) in order to inform the engineering design of the City’s future Maritime Park.
The following activities are anticipated to occur between 8:00am and 4:00pm. All work will be performed on-site and will not impact traffic or require traffic control.

Note: The geotechnical drilling will create intermittent hammering noises. All test pits will be excavated and backfilled within the same day. Excavated materials will be replaced in the order in which they were excavated and tamped with the excavator bucket. Excess soil will be mounded at each exploration location.
Underground Utilities Corp. Will be installing new high level storm sewers and a force main within the northeast portion of the City of Hoboken. These sewers will be connected into the stormwater storage tank at the Northwest Resiliency Park and the force main will connect from the H6/H7 pump station to the NHSA’s existing outfall in 15th Street.
The following construction activities and traffic management are anticipated to take place from Monday, April 29, 2024, through Friday, May 3, 2024, between the hours of 9:00AM and 5:00PM by Underground Utilities Corp.

North Hudson Sewerage Authority (NHSA) will perform maintenance and upgrades to existing sewer mains within Park Avenue and Grand Street which includes cleaning and video inspection of approximately 700’ of 36” and 30”x 36” sewer in Park Avenue from 4th Street to 2nd Street CIPP lining of approximately 60 LF of 36” brick sewer south of the intersection of Park Avenue and 4th Street, and cleaning, video inspection and CIPP lining of approximately 100 LF of 36” x 42” brick oval sewer at the intersection of Grand and 7th Streets in Hoboken, NJ. The cleaning and video inspection started on January 2, 2024.
The following construction activities and traffic management are anticipated this week starting on Monday, April 22, 2024, to Friday, April 26, 2024, between the hours of 8:00 AM and 6:00 PM by National Water Main.
The contractor (National Water Main) will resume construction activities at the Park Avenue site between 3rd Street and 4th Street starting Monday 4/22/24 at 8AM.
Parking will be restricted on the east side of Park Avenue between 4th Street and 3rd Street and the road will be closed during work hours. Hoboken Police will be on site for traffic control.
During ongoing demolition of the Hoboken Yard Lift Building included in the redevelopment of Hoboken Yard, the sidewalk on the east side of Hudson Street between Observer Highway and Hudson Place may be detoured at times. Pedestrians should follow posted detour signage or traffic control officers’ directions.
Beginning on Monday, April 8, the shuttle pick up and drop off zone used on weekday mornings on the east side of Hudson Street between Observer Highway and Hudson Place will be relocated to the west side of Hudson Street, where pick up and drop off occurs on weekday afternoons. No parking will be permitted from 6 AM to 8 PM on weekdays.
The Hoboken Water Utility will be replacing the water mains on several streets located throughout the City. This work generally consists of the replacement of approximately 4,295 linear feet of water main with new ductile iron pipe, the replacement of fire hydrants, valves, and water services. The following construction activities and traffic management are anticipated this week starting on Monday, April 22, 2024, to Friday, April 26, 2024, between the hours of 9:00AM and 6:00PM by J. Fletcher Creamer.

The scope of work includes re-carpeting the existing field, miscellaneous drainage improvements, and new sports equipment (backstop, scoreboard, etc.) The construction will also include structural wall repairs and site electrical upgrades.
There is no construction work or traffic management scheduled for the week of April 1, 2024.
The Jersey City Municipal Utilities Authority (JCMUA) is conducting maintenance along its Aqueduct that supplies drinking water to the City.
Veolia will be doing a water shutdown on Monday, April 1, 2024 on Street from Adams Street to Grand Street and on Adams Street from Street to Newark Street from 9am-4pmto replace a leaking fire hydrant.
The Veolia Utilities Division will be working on the Weehawken Interconnection on Thursday, April 4, 2024 for approximately 16 hours starting at 8AM. Residents may experience pressure fluctuations during the duration of this work.

The aqueduct feeds into the Veolia-managed water system serving the residents of Jersey City and Hoboken. Veolia will be taking significant steps to mitigate the impacts of these necessary infrastructure upgrades. These impacts include the possibility of minor water discoloration due to stirring up of any sediment within the system.
Veolia will be working in conjunction with JCMUA to carefully monitor the water system throughout these repairs, flushing water mains when necessary, in an effort to minimize discoloration and stabilize water pressure. Should customers encounter discolored water in their home or business, simply flush cold water taps until the water runs clear and resume normal use.

This project is part of the Frank Sinatra Drive Complete Streets Redesign Project Phase 1 of 2. The project limits begin at the intersection of Fifth Street and River Street and extend to the intersection of Fifth Street and Sinatra Drive. This project includes ADA improvements and pavement rehabilitation. The project will improve pedestrian safety by installing five painted curb extensions near Stevens Park, four high visibility crosswalks with ADA-compliant curb ramps, and new pavement markings to slow vehicular traffic.

Due to a film shoot, the Citi Bike docking station on 8th Street between Washington Street and Hudson Street will be temporarily removed from Thursday, April 11, to Monday, April, 15.
