Hoboken Awarded $250,000 Grant For Southwest Park

The U.S. Department of Interior and the National Fish and Wildlife Foundation announced on Monday that the City of Hoboken was awarded a $250,000 grant for the final design engineering of Block 12 – an approximately one acre property which will be the first phase of a Southwest Park. The funding from the Hurricane Sandy Coastal Resiliency Competitive Grant Program will assist with incorporating stormwater management capacity into the new park as part of a broader strategy to alleviate the severity of flooding in the area.

“This grant provides an excellent opportunity for Hoboken to move ahead with creating much needed green space in Southwest Hoboken while also helping to reduce the impact of increasingly common downpours that cause flash flooding,” said Mayor Dawn Zimmer. “This grant is in addition to the $230 million funding for a comprehensive strategy to fully protect our City from all types of flooding. Thank you to Secretary Jewell and the Department of Interior for providing this funding. The City will move as expeditiously as possible to complete the final construction drawing designs for a park in Southwest Hoboken, and we hope we can start building the park early next year.”

Currently, as a largely impervious paved surface parking lot, Block 12 retains only approximately 17% of annual rainfall, with the rest of the runoff going into the combined sewer system and contributing to recurring flash flooding and combined sewer overflows into the Hudson River. The new park is being designed to capture and store 100% of the stormwater on its property from a 10 year rain event (5 inches of rain). Through surface storage, rain gardens, bioswales, and an underground detention chamber, it will be able to hold over 200,000 gallons of water.

The park incorporates the “delay” and “store” components of the comprehensive “Resist, Delay, Store, Discharge” strategy developed as part of the Rebuild by Design competition to make Hoboken more resilient to flooding.  The proposal was one of six Rebuild by Design competition winners and will receive $230 million in federal funding for implementation.
