Update: Vote Rescheduled for November 14; Hoboken and Shipyard Reach Proposed Settlement Regarding Monarch Project and 800 Monroe

UPDATE (11/1/16): City Council President has removed the settlement agreement from the Wednesday November 2nd meeting in order to provide the Council and the public with additional time to understand all the facts prior to the Council voting on the matter. The agreement is scheduled to be considered at the November 14th meeting.

The City of Hoboken and Shipyard Associates have reached a proposed agreement to settle litigation that began five years ago relating to a planned residential development on a platform pier on Hoboken’s North waterfront. Hoboken opposed the development, which would have resulted in 70 luxury apartments replacing the tennis courts which had once been planned for that location.

The proposed settlement also resolves a dispute over a redevelopment project at 800 Monroe Street in West Hoboken. In total, six legal disputes relating to the two proposed projects would be resolved by the settlement. The City has spent $1 million on litigation costs to date. An estimated $1 million in legal fees would have been required if a settlement had not been reached. In addition, Shipyard has also asserted damage claims against the City, and the outcome of the litigation would have been uncertain. The proposed agreement will be considered by the Hoboken City Council on Wednesday, November 2nd.

“This settlement protects our City’s treasured waterfront by ensuring that no residential or commercial development will be built on Hoboken’s waterfront and that the three piers will not be used for any purpose other than public open space,” said Mayor Zimmer. “As part of the agreement, Shipyard Associates would make a $500,000 contribution to the City, which will be used for cleanup of the platform pier debris, an engineering analysis, and to start the work needed to design and eventually construct a new waterfront walkway park.”

The proposed settlement will also settle a multi-year litigation at the 800 Monroe site on the western side of the City. This would represent an increase of 79 units from the existing Redevelopment Plan which was approved in the 1990’s under the Russo Administration that already permits 186 units of development. As a result of the settlement, the 800 Monroe project would have an additional 52 market rate units plus 27 affordable housing units. The maximum allowable number of stories will decrease from 14 to 13, however the maximum building height would be allowed to increase by 10 feet. The existing Redevelopment Plan does not require any affordable housing, whereas the new agreement would increase affordable housing in the City.

Mayor Zimmer invites all concerned residents to voice their views at the Council meeting.

“I understand and agree with the concern many residents have about rising density levels, and I will continue to work to create great neighborhoods in western Hoboken with new parks, restaurants and arts, and retail amenities,” added Mayor Zimmer. “I recognize this is a very important decision for our City Council, the Planning Board, and the community, and therefore we are making the terms of the agreement public in advance so that residents can consider the agreement and voice their views at the City Council meeting on Wednesday.”

On November 2nd, the City Council will also be voting on a contract for the acquisition of the 6-acre BASF site, located in western Hoboken, which will become our City’s largest park. In addition to the planned 5-acre Resiliency Park, one acre will be used for building a new municipal parking garage. A new 2-acre park will also soon be built at 7th Street and Jackson Street.

Mayor Zimmer, Local Bloggers Recognize Women Business Owners

Today, Mayor Dawn Zimmer and local bloggers Jennifer Tripucka (Hoboken Girl) and Amanda Morrison (Don’t Sit Home) honored five local business owners in recognition of National Women’s Small Business Month, which takes place in October. Mayor Zimmer, Tripucka and Morrison honored Jen DeMarco, CEO of Local Barre, Meghan Lavelle of Washington General Store, and Arzu, Fusun, and Gonca Esendemir of Flat Bread Grill.

“I’m thrilled to recognize these five outstanding women for their contributions to our City,” said Mayor Zimmer. “Jen DeMarco, Meghan Lavelle, and Arzu, Fusun and Goncha Esendemir are shining examples of women operating successful businesses in Hoboken. The success of businesses like Local Barre, Washington General Store, and Flat Bread Grill is why Hoboken is one of the best places to shop and dine in the entire State of New Jersey.”

Jen DeMarco, a Hoboken resident and mother of three children, opened Local Barre, a fitness studio that offers a combination of yoga, ballet and pilates classes for women ages 16 and up. She originally opened her fitness studio after moving to Hoboken and searching for barre classes in preparation of her wedding. Local Barre’s fitness classes are offered to both women with and without children. Local Barre opened a third location in Hoboken at the Monroe Center and also has locations in uptown and downtown Hoboken.

Meghan Lavelle is the owner of Washington General, a home and gift store specializing in unique products and home décor. Meghan, a Hoboken resident of four years and a new mother, opened Washington General out of the need for additional luxury gift shops in the City. Washington General often specializes goods based on the time of year or holiday season and includes products such as specialized bags, wine accessories, candles, chandeliers, and more.

Arzu, Fusun, and Gonca Esendemir are three sisters who grew up in Hoboken and started a fast casual Mediterranean restaurant, Flatbread Grill in 2008. They opened their Hoboken location in 2015 and are currently working on expanding the concept worldwide via franchising and company-owned stores. The sisters created the menu and breads based on their parents’ recipes growing up. Their father owned one of the first Middle Eastern restaurants in Hoboken in the early 1990s. The sisters live together and work together in owning and operating Flatbread Grill.

National Women’s Small Business Month takes place during the month of October and is designed to celebrate women business owners across the United States. Hoboken Girl is run by Jennifer Tripucka, while Don’t Sit Home is run by Amanda Morrison. Both are local blogs and social media accounts that cover various events, businesses, and people in Hoboken and the surrounding community.

Public Invited to Provide Feedback on Southwest Area Redevelopment Plan

On Thursday, October 13th, the City hosted the second community meeting to discuss the Southwest Area Redevelopment Plan. The presentation slides for the meeting can be viewed at: http://hobokennj.gov/docs/communitydev/SW-Area-Meeting-2-Presentation.pdf.

The Redevelopment Plan concepts are based on the expansion of the Southwest Park as a centerpiece, preservation of urban manufacturing and commercial uses, creation of new neighborhood retail and a hotel, establishment of mixed use neighborhoods, and construction of a parking garage.

Hoboken Police Department to Launch “Walk Safe Hoboken” Pedestrian Safety Enforcement & Education Campaign

The Hoboken Police Department has received a $16,000 grant from the N.J. Division of Highway Traffic Safety aimed at enhancing pedestrian safety in Hoboken.

The grant will fund the 2017 Pedestrian Safety Program – Walk Safe Hoboken, a program aimed at reducing the number of traffic collisions involving pedestrians. The grant provides funding for traffic enforcement and educational material to be utilized during the police department’s school and community presentations.

The police department’s Traffic and Transportation Bureau has recognized the need for increased enforcement and awareness regarding pedestrian safety. “Walk Safe Hoboken” will begin this month and culminate in May 2017. The program will provide educational presentations to local schools and the enforcement of motor vehicle laws throughout the city. Officers will stop motorists who fail to stop for pedestrians in crosswalks, and in addition will be on the lookout for other dangerous violations such as distracted driving.

As pedestrian safety is a shared responsibility, pedestrians who fail to use a crosswalk when crossing the street also will be stopped as part of the program. Urging pedestrians and drivers alike to be aware of their surroundings can save lives.

Hoboken Police Officers will focus their enforcement efforts at commonly used crosswalks as well as school zones. For information regarding “Walk Safe Hoboken,” the public is advised to contact Lieutenant John Petrosino or Sergeant William Montanez of the Hoboken Police Department’s Traffic and Transportation Bureau at (201) 420-5109.

Hoboken Terminal Area Reconfigured to Accommodate Increased Pedestrian Volumes as Partial Rail Service Resumes on Monday

The City of Hoboken is working with NJ Transit to facilitate increased pedestrian traffic and new pedestrian routes through the Hoboken Terminal area in anticipation of the partial restoration of rail service to the terminal on Monday, October 10th. The southern sidewalk along Hudson Place will serve as a primary route to access the terminal via the Ferry Terminal entrance.

To safely accommodate the anticipated pedestrian volumes, prevent overcrowding, and ensure the public can safely access the PATH and heavy rail, the sidewalk along Hudson Place has been reconfigured to widen the walking area. The anticipated increased pedestrian volumes will be accommodated by shifting the bike parking and temporarily relocating the taxi stand to the west side of Hudson Street until full access to the terminal is restored. Bicycle parking will be prohibited along the south side of the Hudson Place sidewalk.

The Hop shuttle pickup and dropoff location remains on River Street between Hudson Place and Newark Street. The resident shuttle pickup location is on the east side of Hudson Street south of Hudson Place and dropoff is permitted on Hudson Place. These changes will remain in effect until full access is restored to Hoboken Terminal.

PARTIAL RAIL SERVICE SCHEDULED TO RESUME MONDAY AT HOBOKEN TERMINAL

Main/Bergen County, Pascack Valley and Port Jervis Lines to return to Hoboken on weekday schedule with adjustments

NEWARK, NJ — NJ TRANSIT will reopen a portion of Hoboken Terminal to commuter rail service for the start of service on Monday, October 10, 2016.

Cross-honoring will continue on Hudson-Bergen Light Rail, NJ TRANSIT bus and private carriers ONLY.

A section of the terminal suffered extensive damage following a train accident September 29. Due to the ongoing National Transportation Safety Board (NTSB) investigation, debris removal and safety concerns, the entire Hoboken Terminal was placed out of service.

Beginning with the first train Monday morning, NJ TRANSIT will reopen Tracks 10-17 for rail service. Tracks 1-9 will remain out of service until further notice as repair work in that section of the terminal continues.

When the partial reopening occurs, Main/Bergen County, Pascack Valley and Port Jervis Line trains will return to a weekday schedule, with some adjustments, to and from Hoboken. Select express trains will be eliminated and certain other trains will be combined. Customers are urged to go to njtransit.com for more specific information after 10 p.m. tonight.

On the Montclair-Boonton Line, trains originating west of Montclair State University (MSU), including from Denville will operate into Hoboken, with additional stops east of MSU.

Most Gladstone Branch trains to Hoboken will be restored.

North Jersey Coast Line and Raritan Valley Line trains scheduled to terminate in Hoboken will continue to terminate at Newark Penn Station.

Because rail service will be modified in and out of the terminal, other NJ TRANSIT bus, rail and light rail services may experience crowding conditions and delays.

As repair work continues at the terminal, customers are advised to stay clear of all work areas.

The Hoboken Terminal waiting room, Customer Service office and restrooms will be open. In addition, there will be limited Ticket Vending Machines located in the waiting room. Customers are urged to download the NJ TRANSIT App and sign up for MyTix to purchase their tickets.

NJ TRANSIT bus, Hudson-Bergen Light Rail, PATH and NY Waterway also continue to operate in and out of Hoboken on their regular routes and schedules.

Community Invited to Southwest Redevelopment Public Meeting

The City of Hoboken invites all members of the public to a second community meeting to discuss the Southwest Area Redevelopment Plan on Thursday, October 13th at 7:00pm at the Multi Service Center, located at 124 Grand Street. The meeting will begin with a presentation of several proposed concept plans, which incorporate feedback from an online survey, a prior community meeting, and a workshop with property owners.

Hoboken Reaches Agreement With BASF to Purchase 6 Acre Property for Hoboken’s Largest Park

The City of Hoboken has reached an agreement with BASF to purchase their 6.1 acre property in northwest Hoboken for $30 million which will be presented to the Council for approval. The City intends to use the property to create a 5.4 acre “resiliency park” along with an above-ground parking garage on a smaller adjacent lot.

The new park, to be designed with at least 1 million gallons of underground stormwater detention to help alleviate local flooding, would be the largest park in Hoboken. Currently, Hoboken’s largest park is Pier A with an area of 4.8 acres.

“This project is the latest example of my commitment to providing quality park space for every neighborhood,” said Mayor Dawn Zimmer. “While in the last 20 years, almost all of Hoboken’s major new parks have been built along our waterfront, the western side of our city still has very little open space. Along with the southwest park under construction and the new park at 7th and Jackson to be built soon, I am extremely pleased that we are on track to create three new major resiliency parks in western Hoboken that will also help to alleviate flooding.”

As part of securing a low-interest loan from the State, the City will hold a public hearing on Thursday, October 6, 2016 from 6:00pm to 8:00pm at the Multi Service Center (124 Grand Street) to hear the community’s input on the land acquisition. Residents are invited to attend and provide their input on the purchase of the land for a resiliency park.

On Wednesday, October 5th, the City Council will consider three ordinances related to the purchase of the property. One ordinance would authorize the mayor to sign the agreement that the administration has negotiated with BASF and has presented to the Council for the acquisition of the property and a down payment of $3 million. Two other bond ordinances for $19.5 million and $2.65 million to supplement a prior bond ordinance would be used to acquire the property for the park and parking garage, respectively.

A design has not yet been determined for the park. A full community-based public planning process will take place to develop plans for the park once the property has been acquired. The intent is to design a park with a mix of active and passive recreational space with green infrastructure and an underground detention system to hold at least 1 million gallons of stormwater to help reduce localized flooding. The City is also partnering with North Hudson Sewerage Authority to separate the sewer system in the area around the park and to channel stormwater runoff to the new underground detention system and out to the Hudson River.
