Rebuild by Design Hudson River Project

The New Jersey Department of Environmental Protection (NJDEP) is continuing the construction phase for the Rebuild By Design Hudson River Project – Resist Alignment Coastal Defense Contract. The Resist structure is a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge.

Major construction activities along Bloomfield Street and Marin Boulevard is complete, and both roadways have reopened.

RESIST – SOUTH:

Construction activities at the Marin Boulevard location, the week of June 1, 2026, between the hours of 7 a.m. and 7 p.m., and on Saturday, from 8 a.m. to 4:30 p.m. include:

  • Utility Casing: Install a protective pipe around utilities (Beneath overhead rail lines, does not impact the roadway)  

Washington Street

Construction activities at the Washington street south location, the week of June 1, 2026, include:

  • Set Up Access to CVS Vault

RESIST – NORTH:

NJDEP is advancing construction of the Resist – North structure of the RBD – Hudson River project in uptown Hoboken. The work includes protection of existing utilities, installation of the foundation and wall stems of the Resist structure, and installation of rail embeds for a flood gate, requiring the closure of Bloomfield Street between 14th and 15th Streets. The following work activities are anticipated for the week of June 1, during the hours of 8 a.m. and 6 p.m.:

North of Washington &14th Street:

  • Install Rails, Topping Slab, and Wall: Concrete placement for topping slab, floodwall & rail installation: construction of structural concrete elements and finished surfaces.
  • Please note that: Access into SoulCycle and Forum Coffee on the corner of Washington Street and 14th Street will be maintained.

Southwest corner at Washington &14th Street:

  • No active work is currently taking place in this area; the site is being prepared for upcoming construction.

*The ADA parking spaces in the Washington Street closure area have been relocated to 13th Street. *

Harborside Park

  • Construction of concrete steps in amphitheater
  • Shade Canopy Bolt-Up: Assembling and securing the canopy.

Project Background

The Rebuild by Design - Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge.  

The NJDEP is implementing the Resist component of the project concept, while the City of Hoboken has and continues to lead efforts implementing the Delay, Store and Discharge Components. This portion of construction is Phase II of the Resist component. Phase I included implementation of Sewer System Modifications (SSM) and completed in July 2022. Phase II will include the construction of the Resist Alignment, a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge. Construction for Phase II is beginning with the current test pitting work being described above.  

This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild by Design Hudson River Project. Additional funding has been allocated to this project through the FEMA Building Resilient Infrastructure and Communities grant program and through an American Rescue Plan Covid State Fiscal Recovery Funding allocation.

Hoboken Milling and Paving Projects

The City has begun spring and summer milling and paving projects. These projects will restore roadways impacted by recent infrastructure updates, including improvements to water mains and pressure valves, gas mains and pressure valves, and storm sewers to help reduce flooding.  

Residents are advised to plan ahead for road closures, parking impacts, and traffic.

Waterfront Reconstruction Project

The Waterfront Reconstruction Project

During the Waterfront Reconstruction Project, the eastern lane of Sinatra Drive from approximately Fifth Street north to approximately Sinatra Drive North will be closed 24/7. No southbound traffic will be permitted. Southbound drivers must use Hudson Street. The western lane of Sinatra Drive will be open to northbound vehicles.

The following traffic impacts/management remain in effect:  

  • Northbound traffic only between Fifth Street and Sinatra Drive North.
  • Southbound traffic can use Hudson Street or Washington Street.
  • Hoboken Police are on site to assist with detours and pedestrian safety.

Work Activities:

Frank Sinatra Drive between 7th and 9th Street

  • Light Pole wiring and installation along the waterfront walkway
  • A (minimum) 10 ft wide pedestrian path will be delineated for continuous pedestrian access

NHSA H6/H7 CSO Long Term Control Plan Project, Phase 3

Underground Utilities Corporation will be installing new sewer lines, and curb inlets will be installed to alleviate drainage and potential flooding issues in Northwest Hoboken. The goal of this project is to reduce combined sewer overflows (CSO’s) and improve the water quality of the Hudson River.  

Please be advised that this project currently requires the closure of the intersection of 14th and Grand Street 24/7. Due to this closure, Grand Street, between 13th and 15th Streets, is only accessible to local traffic and residential garage access.

NHSA H6/H7 Phase II: Adams Street Force Main

Underground Utilities Corp. is installing new high level storm sewers and a force main within the northeast portion of the City of Hoboken. These sewers will be connected into the stormwater storage tank at the Northwest Resiliency Park and the force main will connect from the H6/H7 pump station to the NHSA’s existing outfall in 15th Street.

Complete Streets Hoboken

Your Way Construction will be resurfacing various roadways throughout the City of Hoboken. This work will include Vision Zero and resiliency improvements, including the installation of new bike lanes, high visibility crosswalks, curb extensions, green infrastructure upgrades, and roadway restoration.    

The following construction activities and traffic impacts are anticipated to take place from Monday, June 1, 2026, through Friday, June 5, 2026, between the hours of 7 a.m. and 5 p.m. by Your Way Construction.

Monday - Wednesday (6/1 - 6/3)

Milling and Paving of 8th Street between Grand St & Jefferson St.  

  • No Parking on 8th St on both sides of the road between Grand & Jefferson, as well as 250' on all directions at intersection.  

Monday - Wednesday (6/1 - 6/3)

Milling of Adams St between 8th & 9th St.  

  • No Parking on both sides of the road on Adams between 8th St & 9th St, as well as 250' on all directions at intersections.

Wednesday - Friday (6/3 - 6/5)  

Milling and Paving of Monroe Street & 5th Street Intersection

  • No Parking on 5th St on both sides of the road between Jackson St & Monroe St, as well as 250' on all directions at intersection.  
  • Eastbound and Southbound traffic will be detoured as this required full closure of intersection

Monday - Wednesday (6/1 - 6/3)

Striping operations on Madison Street between 4th & 6th Streets, as well as 5th Street between Madison St & Jefferson St.  

  • No Parking on both sides of the road as well as 250' on all directions at intersections.  

Wednesday - Friday (6/3 - 6/5)

Striping operation at 8th Street between Grand St and Jefferson St, as well as Adams St between 8th & 9th Streets.

Traffic Management:

15th Street Roadway Improvements

The 15th Street Roadway Improvement Project will reconstruct 15th Street from Madison Street to Adams Street and Willow Avenue to Park Avenue and will include critical Vision Zero and resiliency upgrades to transform the road to a more protected, accessible, and resilient pathway for all users. The Improvement Project will also construct a segment of the Green Circuit.

This is part of an overall larger project which will raise portions of the northern end of Hoboken to reduce nuisance flooding. Work includes new curbs, sidewalks, a raised bike lane, decorative lighting, street trees, and associated striping. The milling, overlay, and re-striping of 15th Street between Willow and Park is also included in this project.  

Phase One, which included the reconstruction of 15th Street between Willow Avenue and Park Avenue, is complete. Phase Two, which includes resurfacing between Willow Avenue and Park Avenue, will begin later in 2026.

PSEG Washington Street Installations

June 1 through June 13, 2026, PSE&G contractors will be installing underground electrical vaults and a conduit at 301 Washington Street.

Daytime work closes Third Street at Washington Street to Hudson Street.

Overnight work is scheduled to begin June 1, between the hours of 7 p.m. to 5 a.m., and include the following anticipated traffic impacts and management:

  • Temporary no-parking on part of the 300 block of Washington Street during working hours of 7 p.m. through 5 a.m. Please abide by all no-parking signs.  
  • Temporary no parking on Third Street between Washington Street and Hudson Street, both sides, during working hours of 7 p.m. to 5 a.m.
  • Please abide by no parking signs.

Monday, 6/1 - Wednesday 6/3

  • Third Street will be closed between Washington and Hudson Streets

Thursday, 6/4 - Friday, 6/5 & Monday, 6/8 - Tuesday 6/9

  • Northbound Washington will be closed between Second and Third

1033 Willow Construction

The City of Hoboken has broken ground on The Willow, a six-story, 100-percent affordable housing development for seniors. Construction, by Community Investment Strategies, is anticipated to be completed in late 2027.

The following public impacts are anticipated this Monday through Friday, during working hours of 8 a.m. to 6 p.m.:

  • Partial Sidewalk closure on SE corner of 11th & Willow Intersection; a barrier protected walkway will be provided.  
  • Temporary no-parking on 11th Street 120 feet from the SE corner of Willow to allow for a protected pedestrian walkway.
  • Temporary no-parking on the east side of Willow Avenue continuing 100 feet south to allow for a protected pedestrian walkway.
  • Temporary no parking on the west side of Willow Avenue and 11th intersection 11 feet south.

Hoboken Connect

Hoboken Connect

The Hoboken Yard Redevelopment Plan will revitalize southeastern sections of Hoboken, including the Hoboken Terminal and the area around it. The Hoboken Connect project, within the redevelopment Plan area which is being overseen by LCOR, will include a new NJ Transit bus terminal including an indoor market, the rehabilitation of the Ferry Terminal and Warrington Plaza, the rehabilitation of Hudson Place which will turn parts of the road into a pedestrian and retail plaza, as well as  the development of an office building and a residential building that incorporates affordable housing units.  

Construction on the first phase of Hoboken Connect, a 28-story residential building at 111 Observer Hwy, between Washington and Bloomfield Streets began in 2024. This project will require the temporary relocation of NJ Transit bus stops on both sides of Observer Highway between Washington and Bloomfield Streets to between Bloomfield and Garden Streets. Bike lanes will also temporarily be relocated from the south curbside of Observer Hwy between Bloomfield Street and Washington Street to the north curbside of the same block. The sidewalk and bike lanes along the south curbside of Observer Highway between Bloomfield Street and Washington Street will be closed to pedestrians and these changes are expected to be in place through approximately December of 2026. This project also required the temporary removal of bicycle parking on Hudson Place between Hudson Street and River Street. New temporary bike parking/racks have been added along Hudson Street. Read more on the temporary changes here: http://local.nixle.com/alert/11466871/

111 Observer Highway: Residential Building Development

Consigli Construction Company is constructing a new 28-story residential building at 111 Observer Highway on the south side of Observer between Washington St. and Bloomfield St.

The following construction activities and traffic management are anticipated to take place from Monday, June 1, 2026, through Friday, June 5, 2026, between the hours of 7 a.m. and 5 p.m.:  

Construction Activities:

  • Superstructure work continues within the site with deliveries & concrete pours.
  • Exterior framing and sheathing continue.
  • Elevator construction
  • Mechanical, electrical, and plumbing work continues.
  • Note that the site will be open Saturday, June 6, 2026, for superstructure work.

Traffic Management:

  • Construction flaggers will be present for intermittent truck traffic in and out of the site at the construction gates on Observer.
  • Hoboken Police will be on site Monday through Friday, during working hours, to assist with truck deliveries.
