Description

The City of Hoboken will soon be seeking proposals from qualified individuals and firms to provide professional services for the Hoboken Parking Utility Online Parking Permit Management System including an Automated License Plate Recognition (ALPR) Camera System, a Partial or Zero Emission
Vehicle (PZEV), and Mobile App, in accordance with the specifications.

The purpose of this RFI is to solicit information from parking management systems that integrate parking enforcement, payment processing, and permit management. The information collected will assist in the preparation of a Request for Proposal (RFP) that will be issued in November (subject to change).

How To Respond:
All responses will be considered non-binding and are for informational purposes only. Your responses shall become property of the City of Hoboken upon submission and will remain anonymous to the extent allowable under local public record laws.

Note: This request for information shall not be interpreted as a replacement for a request for proposals (RFP). The City of Hoboken intends to issue an RFP based on the Parking Utility’s needs and the information received in the RFI responses. The timeline of the issuance of the RFP remains to be determined, but it will likely be issued sometime in fall 2023. The City of Hoboken will be seeking answers to the following questions. Your answers should be specific to the question and avoid generalities. Please include examples from your current state of practice, and when applicable, to your future state of practice.

Companies interested shall review the following questions then submit responses in accordance with the instructions. Companies may submit a response to all, or only part of, this RFI questionnaire.


Those electing to provide a partial response are asked to state “No Response” to any question they choose not to respond to. Information may be provided on separate pages, but responses should be no more than (5) additional typed pages.

Customer Interface
Describe how customers navigate your system to create an account and how paying customers can have
address and vehicle registration information validated:
1. Does your system allow for automatic, real-time address verification?
2. Does your system allow for automatic, real-time vehicle registration verification?
3. What is the process for a customer to create an account? Please describe in detail.
4. Does your system allow for custom-built workflows and restrictions based on account type for
various permit types?
5. Does your system have a way to contact customers through an alert system? Please describe in
detail what sort of communication system can be used (ex: SMS Alert, email, etc.).
6. Does your system use a map-based interface, or is it capable of providing a map-based interface
if requested by the client?
7. Does your system provide a dashboard?
8. Does your system utilize a “shopping cart” style checkout portal that allows for customers to
purchase multiple permits or products with a single transaction?

Permit Management
Describe the capacity of your system to manage parking permits:
1. Can the system manage multiple types of parking permits? Describe any permit management
functions in detail.
2. Can the system facilitate annual billing (electronic or mailing) for permit renewals?
3. Can the system transfer all active permits from a different online permit system?
4. Does your system support multiple fee structures (hourly, daily, etc.)?
5. Are permits updated in real-time?
6. What is the storage capacity of your current system?
7. What reports can be generated? Can permit data be exported to Excel?
8. What are the limitations of your system? Please explain in detail.

Parking Enforcement Integration
Describe any features of your system that facilitate parking enforcement operations:
1. Does your system support integration with 3ʳᵈ party parking enforcement vendors?
2. How long does it typically take to create integrations with other vendors?
3. Describe to what extent the City can configure or customize printed emergency no parking signs
and other prints.
4. Can you provide or source these devices as part of your permit management system such as
Automatic License Plate Recognition Systems and PZEV?

Third Party Integration for Mobile App
Describe the extent to which your system can integrate third party software and hardware:
1. Do you have experience in-house creating mobile apps? Please provide some examples of mobile
apps your company has created or worked on with another companies.
2. Do you have the ability to create multi layered pages that allow users to toggle back and forth
through pages and be able to use a Google Drop Pin feature on maps?
3. Does your system interface with other mobile apps such as pay to park applications? Please
describe in detail if there are any apps you are not able to integrate with.
4. Are there any limitations to the development of a mobile app?

Administrative
Describe the extent to which your system supports configuration by the client and other
administrative functions:
1. What forms of payment does your system accept (cash, credit, etc.)?
2. How would payments made through your system be credited or transferred to the City?
3. What types of reporting does your system support?
4. Can financial data, such as Accounts Receivable data be reported/exported?
5. Does your system support parking occupancy or utilization reporting?
6. Describe to what extent the City could configure parking zones and payments.
7. Can individual transaction records be tied to zones for financial reporting?
