This constitutes Addendum No. 4, dated December 19, 2024, to the above referenced Request for Proposals issued by Hoboken on October 31, 2024 (the “RFP”). Notice of this Addendum No. 4 shall be emailed to all registered Respondents. No further questions will be accepted.
Response to Questions
Q6. What method will the City of Hoboken use to verify that subscribers meet the BPU’s definition for low-and-moderate income subscribers? If enrollment in a benefits program will be used, which program(s) will be used and what documentation of LMI status will be available?
A6. The City of Hoboken has identified low-and-moderate income subscribers through Applied Housing Management, the real estate company owning the majority of affordable housing in Hoboken. Applied offers affordable rates to residents who participate in the “Section 8 Housing Choice Voucher Program”. According to the N.J.A.C 14:8-9.8(d)2, “the following may be accepted by a subscriber organization as proof of LMI status for individual subscribers […] i. Proof of participation in […] Section 8 Housing Choice Voucher Program”. Regarding documentation, we can provide communication with Applied testifying to the accuracy of the Voucher participant information they provided.
Additionally, the City is offering a master-metered account serving the Hoboken Community Center, which provides 90 housing-insecure men with affordable rooms. Under N.J.A.C. 14:8-9.8(a)2, “(a) […] a low to moderate-income subscriber may be […] 2. A qualified affordable housing provider.” The BPU has confirmed in writing that the Hoboken Community Center qualifies as LMI subscriber for the purpose of
the Community Solar.
Regarding documentation, the Hoboken Community Center has already submitted to BPU the required affidavit assuring that the financial benefits of the community solar subscription will go to serve the residents. BPU has confirmed receipt and acceptance.
