Commercial E-Delivery Operator Licensing:

Pursuant to Chapter 168-48 of the Hoboken Municipal Code, individuals who use e-bikes or scooters to perform commercial delivery services within the City of Hoboken must be registered and receive a license from the City.

To qualify for a commercial e-delivery license, operators must submit an application, pay a $5 registration fee, and pass a test that assesses the applicant’s understanding of the regulations governing the operation of e-bikes and scooters for commercial delivery services within the City of Hoboken.

Applicants who pass the test will then receive a reflective vest and a license to operate within the City. They must wear the vest and carry the license at all times when making commercial deliveries on an electric bicycle or scooter. Failure to wear a reflective vest while operating an e-bike or e-scooter while making commercial deliveries may result in a fine of up to $50 per offense.

Application Process:

1. Apply for a license. Application forms must be completed in person at the Parking Utility service window at Hoboken City Hall,94 Washington Street.

2. Pass a test. A short, five question test is required for all applicants. Four out of five questions must be answered correctly in order to receive a passing grade.

3. Pay a $5 licensing fee.

Receive Your License:

After you’ve passed the test (80% or higher) and paid the $5licensing fee, you’ll receive a high visibility yellow vest and a numbered license.

Licenses are valid for two years and must be renewed with the Department of Transportation and Parking.

License Requirements:

Commercial E-Delivery License holders must wear the assigned high visibility vest and always carry their license when making deliveries.

Enforcement and Penalties:

This Section is enforced by the Hoboken Police Department. Violations are adjudicated by the Municipal Court of the City of Hoboken.

Monetary penalties are $50 per offense (in accordance with N.J.S.A. 40:49-5).

If a commercial e-delivery operator accrues three (3) offenses, notice will be provided to the originating delivery company.

The City of Hoboken reserves the right to revoke any license for violations and non-compliance with this ordinance.
