Overview

The North End area is located in the northwestern corner of Hoboken adjacent to Union City and Weehawken. The properties consist of approximately 30.17 acres and is bounded, roughly, by 14th Street to the south, Union City to the west, Weehawken to the north and Park Avenue to the East. The Hudson-Bergen Light Rail line runs along the western and northern boundaries of the Study Area. In December 2013 the City Council declared the North End Area as an Area in Need of Rehabilitation.

The City has hired the consulting firm DMR Architects to prepare a redevelopment plan for the North End in order to determine land uses, development patterns, transportation and transit solutions, and flood mitigation appropriate for the area. The planning process will include public input through surveys and meetings.

History

The City Council at its February 18, 2009 meeting adopted a resolution to authorize the Planning Board to conduct a preliminary investigation of the proposed area in northern Hoboken to determine whether it is an area in need of redevelopment. This area includes those parcels north of 14th Street to the Hudson Bergen Light Rail line from the palisades to Park Avenue. The City Administration had been seeking grant sources for such planning studies to offset budgetary constraints. The Planning Board oversaw this preliminary investigation planning project.

Through the Port Authority’s Local Assistance Program, the City of Hoboken prepared a redevelopment study for the properties located in the City’s North End . The Port Authority program assists municipalities with professional services for economic initiatives by paying for a consultant to conduct a particular planning projects. The Port Authority notified the City of the award on December 28, 2010 and initiated the public process to request proposals from urban planning professional firms. The contract was awarded to the firm Clarke Caton Hintz and the Planning Board officially adopted a resolution to appoint this firm to conduct the study.

The Planning Board held the public hearing on the North End Study of Area in Need of Redevelopment on May 8, 2013.  The Planning Board moved that the area does not meet the criteria of Area in Need of Redevelopment.  At that hearing the Planning Board then moved to recommend the entire area as an Area in Need of Rehabilitation based on the Maser report that was attached to the Clarke Caton Hintz study.

In December 2013 the City Council considered the Planning Board’s recommendation and declared the North End an Area in Need of Rehabilitation. Since this area had been significantly impacted by flooding during Super Storm Sandy, the City was able to obtain Community Development Block Grant Disaster Recovery funding for preparation of a redevelopment plan for the North End. In May 2015 the City authorized the consulting firm DMR Architects to prepare the Redevelopment Plan for this portion of Hoboken. That planning process is currently underway.
