Hoboken and Jersey City announce repaving of Jersey Avenue

The City of Hoboken and City of Jersey City today announced that work to improve Jersey Avenue between 14th Street in Jersey City and Harrison Street in Hoboken will begin on or about Oct. 14, weather permitting. The project will include utility connections, milling and paving, and new striping to improve safety and traffic operations for residents, commuters, and visitors. Overnight construction will generally take place between 9 p.m. and 5 a.m. to minimize disruptions to daytime traffic.

Jersey Avenue is a main connection between Hoboken and Jersey City, but its roadway surface has reached the end of its useful life. Through collaboration among Mayor Solomon and Mayor Jabbour, both cities’ administrations, the Hudson County Executive’s Office, the New Jersey Department of Environmental Protection (NJDEP), and the adjacent property owner at 2 Harrison St., the resurfacing work was extended beyond 18th Street in Jersey City to the Hoboken municipal border on Harrison Street.

“This is what good regional collaboration looks like: each partner doing what they can to solve a problem that affects people in both cities,” said Hoboken Mayor Emily B. Jabbour. “Hoboken is just one square mile, so every gateway into and out of our city matters. We know construction is disruptive, which is why I am grateful to be working closely with Jersey City, NJDEP, the County, and the adjacent property owner to make the necessary improvements to Jersey Avenue and get it fully restored without effectively cutting off access to southern Hoboken.”

“This stretch of roadway desperately needs repaving. Outstanding utility work at our property at 2 Hoboken Avenue could have delayed those improvements or required reopening the pavement later,” said Gregory Dell’Aquila, CEO of JDA Group. “Mayor Emily Jabbour and Mayor James Solomon came together quickly and reached out to us as the adjacent property owner to coordinate a solution. Because of that effort, the utility work can now be completed before the street is repaved, avoiding another round of disruption. I appreciate both mayors’ willingness to pick up the phone, work together and keep things moving. This is what open communication between two municipalities and a property owner can accomplish—getting needed improvements done for the people who use this road every day.”

The comprehensive restoration will address the deteriorated roadway surface, while new pavement markings and improved visibility will help create a safer and more predictable corridor. Completing this work before the full closure of Grove Street for the Rebuild by Design Hudson River Project is required due to the increased traffic volumes that will detour onto Jersey Avenue.  

Both cities are also coordinating with Hudson County, the NJDEP, the Hoboken Police Department, Port Authority Police Department, and Jersey City Police Department to maintain access to and from Hoboken during the construction period. As part of that coordination, the NJDEP's planned full closure of nearby Grove Street will be postponed until the first week of November.

On or about Oct. 14, Grove Street will partially close and only have one-way southbound traffic to facilitate construction for Jersey Avenue and the Rebuild by Design project. The previously announced full closure of Grove Street will be delayed until work on Jersey Avenue is completed.

Beginning on or about the evening of Oct. 14, the Jersey City Municipal Utilities Authority will conduct overnight sewer work on Jersey Avenue. Jersey Avenue will be open to northbound traffic only between 9 p.m. and 5 a.m. Jersey Avenue will be reopened fully during the day.

During the week of Oct. 19, Jersey City will conduct overnight paving on Jersey Avenue between 14th Street and 18th Street, maintaining northbound traffic, and closing southbound traffic. The paving operation will then move north of 18th Street the following week, again maintaining northbound traffic into Hoboken.

Beginning on or about Nov. 2, the planned full closure of Grove Street in both directions will take effect at 8 a.m.
